Most players who do mining do not also do manufacturing, but some do. The reason that most don't starts with skills. The in-game skills for reprocessing your own ore are not very simple, and as a new player you are almost certainly better off selling your ore on the market and then buying the materials you need from the market. Alternatively, you can have one of our more experienced corporation members reprocess your ore for you (Michael and William both have very good reprocessing skills, so if you catch them online they can usually help with this). If you're looking for an alternative to selling your ore on the market, you can also ask the corporation manufacturing officer what programs they have set up for buying ore, because usually they'll be local to the systems where you're mining and you won't have to transport the ore or compress it yourself.
If you decide you still want to get into manufacturing, your first step is picking a product. For that, you'll want to use https://eveiph.github.io/. This program lets you grab current market prices for items to see whether or not they'll be profitable (it usually assumes you're buying the components, but you can select the ones you're providing for yourself). It's a super complicated program, so you'll probably have questions and you can feel free to ask them or google around for answers.
Another handy tool for looking for profitable items, or items for which there is a need is https://evemarketer.com/. That site will show you market prices in different systems, and if you're interested in running transport and selling items in different systems, it's very useful for that.
You'll need to get a transport ship for moving goods around (which is dangerous) or set up contracts for others to move your stuff around (which can be expensive).

So, if you want to set up a manufacturing pipeline of a particular product, you'll probably want the BPO for that product if it exists. These are usually sold at stations in systems around the main market hubs. You can also research those BPOs so they're more cost- and time-effective.
That should be all you need in order to find a product, find the blueprint, and get started manufacturing. Again, there are several caveats and warnings to this process. As a player with low skill points, you probably won't want to reprocess your own ore and use it to make products. You'll be much better off selling it and using the Isk to buy the component parts most of the time. Also, transport and logistics are dangerous in Eve, so you will almost always be better off setting up a contract for someone else to move things for you, or using a service like https://red-frog.org/ to move your products from place to place.
